Depending upon your industry + role, generally, when choosing an outfit for your professional headshot, business attire is broadly appropriate.
The more conservative the industry or the more senior your role, the more formal you may want your overall appearance.
Here are some universal recommendations for a classic business look, ensuring you get maximum use out of your headshot.

the darker the colour, the more formal the look
a more tailored silhouette appears more polished
Start with a button-up shirt, dressy blouse, or dress (such as a shift, A-line, or fit + flare).
